Dear Tribal Leader:
The Bureau of Indian Education (BIE) will hold two listening sessions on the Johnson-O'Malley Program (JOM) during the month of May. These sessions are designed to provide information and hear input from tribal leaders, tribal education staff, public school officials and other interested parties on the following issues related to the JOM program:
- Implementation of a distribution methodology based on the annual student count (as required by the JOM Modernization Act) - Current target date for implementation is 2023-24 school year.
- Discussion of the JOM student count form.
- JOM Annual Report update.
- Clarification of JOM student eligibility criteria in 25 CFR 273.112.
- Discussion of allowable costs/expenditures of JOM funding in 25 CFR 273.113.
- Documents needed for annual award of funds (budget, student count form, etc.).
Please see https://www.bie.edu/topic-page/johnson-omalley for the JOM student count form and the CFR references above.
To recognize the unique needs and differences between tribal and public school JOM contractors, BIE will hold specific sessions for each group. The schedule is as follows (participants are welcome to attend both sessions if they so choose):
- SESSION 1 (designed for public school contractors)
Wednesday, May 26, 2021 - 1:00 p.m. to 4:00 p.m. Eastern Time - SESSION 2 (designed for tribal contractors)
Thursday, May 27, 2021 - 1:00 p.m. to 4:00 p.m. Eastern Time
Please register in advance for one or both sessions at:
